Performance tasks

This is just a notice board for various performance issues to be solved:
- wfGetSiteNotice should cache parsed text somewhere
- Use parsercache for ones with stubthreshold, I guess current link placeholders solve this.
- Forward-port cpu-time based profiler
- Hunt down and fix this query: query: SELECT page_id FROM `page` WHERE page_namespace='X' LIMIT N'
